Congress passed — and the President signed — a spending bill that includes a nationwide ban on most hemp-derived intoxicating products.
That includes things like:

All hemp-derived cannabinoids created through extraction or conversion above .4% THC per package.
The new law changes the federal definition of hemp, and in a year, many products that are currently legal under the 2018 Farm Bill will no longer qualify as hemp at all.

This is the first time the federal government has moved to re-criminalize large portions of the hemp industry.

⏳ What Happens Now? (The Next 365 Days)

The law gives the industry one year before enforcement begins. During that time:

National trade groups, lawyers, farmers, processors, and retailers will push for new federal legislation that creates a regulated, safe, realistic hemp framework instead of an outright ban.

Lawsuits and injunction attempts are almost guaranteed.

Alabama’s law — HB445 — still stands exactly as written. The Jan 1 restrictions, ABC licensing, the smokable ban, the packaging rules, etc., are still happening.
However:

➡️ If the federal ban sticks, it will override Alabama’s law next year.
Even if Alabama allows something under HB445, federal law will supersede it once enforcement begins.

So Alabama businesses are dealing with two clocks at once:

The state’s HB445 implementation
The new 365-day federal phase-out
